Economic Development

  • The Seven 15 Project will produce high quality of place spaces.

  • The project will create an environment to retain youth, attract talent, foster

  • innovation, and support entrepreneurship with the Live-Work facility.

  • Increasing and enhancing arts and entertainment opportunities was student’s #1 development priority per the results of the student survey.

Implementation

Finally, Chapter 4 of Auburn 2040 includes a section on the redevelopment of West Seventh Street Corridor. While the Seven 15 Project does not front the actual corridor, it provides opportunities for connectivity to many of properties that are along West Seventh Street.

Auburn 2040: The Road Ahead

The Seven 15 Project is consistent with many of the goals and policies identified in Auburn 2040: The Road Ahead.

Land Use

  • Includes intentional and planned growth and development that emphasizes harmony between economic and social needs.

  • Seven 15 development is part of a strategy to redevelop State Road 8 corridor.

  • The character of the Seven 15 development provides opportunities to integrate recreation and public art within the development, as well as to begin creating a district identity.

  • The community’s visual preference for new commercial development includes high quality buildings with parking lots being subordinate in view and in

  • location to the buildings, as well as the inclusion of moderate landscaping.

  • The project will improve pedestrian access and connectivity in this area and create opportunities for better physical access to existing food resources.

  • The Auburn 2040 Future Land Use Map illustrates the Seven 15 area as commercial use, which includes multi-family housing.

Auburn Housing Data & Information

  • Encourages pedestrian connections.

  • Calls for an increase in the types and quality of multifamily housing options.

  • Community survey responses indicate 23% believe Auburn’s housing stock will not meet future needs, and 21% don’t know if Auburn’s housing stock will meet future needs.


Transportation

  • Calls for street design to balance the needs of all users regardless of mode of transportation (aka Complete Streets).

  • Encourages connectivity between properties for vehicles and pedestrians.

  • Streets can be “place making” opportunities.

  • The Seven 15 development will incorporate new streets as illustrated in the Auburn 2040 Future Thoroughfare Map.

  • The Trails and Sidewalk Future Thoroughfare Plan shows Seventh Street and Fifteenth Street are top priority trail corridors. The Seven 15 development connects these two top priority trail corridors with one another as well as recreation, public art, housing, and consumer opportunities.

Seven 15 Development - Next Steps In Process

  • Approval from Auburn Plan Commission for primary plat and Auburn City Council to a Planned Development rezoning

  • Continue to coordinate with adjacent property owners

  • KFC is very interested in transferring ownership to allow better alignment with West Edge Drive

  • Owner of Kroger Plaza is excited about the project and interested in the connectivity. Seven 15 is working with them to modify

    the existing parking easement on the Seven 15 property – adjacent to Kroger Property.

  • Seven 15 has completed a survey and appraisal on the strip of land providing connectivity to Touring Drive (and owned by

    Burger King). Seven 15 will assist the City in its discussions and/or negotiations with BK.

  • Continue coordination with INDOT on new connectivity to West Seventh Street

  • Continue discussions with development partners

  • Finalization and approval of Infrastructure Plans

  • Contractor solicitation for construction
